The Firm Freeman Davis & Stearns LLC is a firm of five attorneys providing the real estate community with expert legal services in land use development, litigation, real estate acquisition and financing with a special emphasis on affordable housing and Chapter 40B, the Massachusetts “Comprehensive Permit” law, and Chapter 40R, the Massachusetts “Smart Growth” law. Members of the firm have extensive experience in real estate, zoning, land use, environmental permitting, condominium, construction, municipal and housing law. In addition to project permitting and transactional services,we provide comprehensive and efficient litigation and commercial law services in support of our real estate clients.

We pride ourselves on being counselors who listen to our clients and who provide the highest quality advice in a prompt and responsive manner. We endeavor to use our combined experience to enable efficient and practical solutions in the complex and sometimes uncertain business and regulatory environment of real estate development and ownership in Massachusetts.

Our clients range from closely-held family businesses and individuals to large national real estate development and construction companies to not-for profits and charitable organizations. Our attorneys are involved in civic and charitable activities in their own communities and active members of a variety of boards, committees and task forces addressing housing and real estate development policy and regulatory issues on a state level.

The principals of the firm have a combined tenure of over 60 years as lawyers specializing in serving the real estate and housing business community. Peter Freeman, Josh Davis and Janet Stearns are each recognized as experts on affordable housing law and Chapter 40B and together have been involved in over 150 40B projects. Peter is an Adjunct Professor of Law at Boston University School of Law, teaching courses on Affordable Housing and Historic Preservation Law and a frequent lecturer on real estate and housing issues. Josh, formerly a partner at Mintz Levin Cohn Ferris and Glovsky, PC in Boston, is an author of one of the leading treatises regarding affordable and inclusionary housing in Massachusetts and has chaired for several years the affordable housing course offered each year by the Massachusetts Continuing Legal Education association. Janet, formerly with Robinson & Cole in Boston, combines with her law practice her work as an affordable housing consultant as a principal of the consulting firm of Stockard, Engler & Brigham. All three are active members of the Citizens Housing and Planning Association and have served and continue to serve on a variety of task forces and committees formed to address the real estate and housing development issues confronting the Commonwealth.
